Talk of SJ is essentially off-the-record unless it's about SJ in the abstract (is SJ economically worthy, etc.). None of the stuff that's happening, whether it's the panel's report or Wolff's plans or Oakland's or SJ's plans, is being done in a vacuum. That's step one.<br /><br />Next step is to prove that there are no alternatives outside of Northern California.
